A small team can realistically manage tens of thousands of student identities only if the bulk of these transitions run on policy rather than manual provisioning, with staff attention reserved for exceptions like transfers or re-enrollments.

These accounts need to be modeled as a distinct identity type from day one, with an end date attached at creation rather than left open-ended — a visiting researcher's account should expire automatically at the end of their engagement unless explicitly renewed, not linger until someone notices. Treating sponsored and guest accounts as their own governed category, with the sponsoring department accountable for the relationship, is what prevents them from becoming the forgotten accounts that turn up in every higher-ed access audit.

Rather than each system maintaining its own account store, they need to trust a single identity source — typically federated through the campus directory or an identity provider — so status changes like enrollment, suspension, or graduation propagate to library, housing, dining, and the LMS without separate manual updates in each. The practical path is connecting these systems as relying parties against one governed identity, with access rules per system (dorm access tied to housing assignment, LMS access tied to course enrollment) rather than a single flat permission set.

Alumni access should be defined as its own governed state with explicit rules — which services continue (often email forwarding or library database access) and for how long — set at graduation rather than left as an informal carryover of student privileges. Without that explicit transition, alumni accounts tend to retain whatever access they had as students indefinitely, which is exactly the kind of long-tail sprawl that shows up as a finding in any security review of a university's directory.

The tension is real: departments and research groups often provision access to their own systems independently of central IT, which makes it hard for the institution to attest, as a whole, that student records are handled per FERPA or equivalent rules. The practical fix isn't forcing full centralization — it's requiring every department-managed system to feed its access grants into a central governance view, so compliance officers can see and certify decentralized access even when they don't control the underlying provisioning decision.

When the student information system, HR, and Active Directory disagree about who someone is, any access control layered on top inherits that inconsistency — which is why higher-ed IAM projects typically start with identity data reconciliation, establishing one authoritative record per person with each source system mapped to it, before rolling out MFA or governance controls. This doesn't require ripping out any existing system; it requires an identity layer that reconciles and synchronizes them, which is a materially smaller project than a full systems overhaul.
